"@orphanjannie: I don't get the sense that the hospital raised its hand like a torturing dictatorship's teacher's pet and said "Pick me!" I imagine the government officials asked--politely, of course, and with professional courtesy-- "Can you do sever this man's spine?" Then the hospital's poor PR flack answers, "Ummm...we CAN but, uh...let us get back to you." That makes sense, I think."
